San Diego County leads California in residential solar installations per capita. The combination of near-perfect solar resources, high SDG&E electricity rates (among the highest in the nation), strong environmental culture, and above-median household incomes creates ideal conditions for sustained residential solar demand. For solar contractors, San Diego is one of the most valuable markets in the state.
This sustained solar demand creates consistent permit volume across the region. The City of San Diego has invested in streamlining its residential permit process, with review times generally faster than Los Angeles. But San Diego County's geography means contractors regularly work across multiple jurisdictions: the City of San Diego, Chula Vista, Escondido, El Cajon, Carlsbad, Oceanside, Santee, and the unincorporated county area all have separate systems.
The City of San Diego uses the Accela Citizen Access (ACA) platform for permit applications and tracking. Key features:
| Jurisdiction | Solar PV | Electrical | HVAC |

SDG&E interconnection timing: San Diego Gas & Electric handles utility interconnection for most of San Diego County. SDG&E interconnection approval runs on its own timeline, independent of the building permit. Plan for 4-10 weeks for SDG&E NEM interconnection from application to Permission to Operate. Both the building permit and SDG&E interconnection must be complete before system energization.
San Diego County's geography creates different permit environments between South County (Chula Vista, National City) and North County (Carlsbad, Oceanside, Escondido, Vista, San Marcos).
South County deals with high residential density and consistent construction volume. Chula Vista, the second-largest city in San Diego County, has its own building department with review timelines slightly longer than the City of San Diego.
North County coastal cities like Carlsbad and Encinitas process permits relatively efficiently. Carlsbad is well-regarded by contractors for responsiveness and is one of the better permit environments in San Diego County.
North County inland cities like Escondido and El Cajon handle higher permit volumes with proportionally smaller staffing, resulting in timelines that run slightly longer than coastal counterparts.
